Usually one of these four: someone with a license from another country who needs a New York one, someone who drove for years with a permit and is ready to test, someone retaking the road test after a fail, or someone whose skills are already there from practicing with a parent or spouse.

Usually not. Most state-to-state transfers just need a DMV visit with your old license, no road test. Check the NYS DMV site, and if the road test is required, this package works.
Usually, if you know why you failed. Bring the examiner's fail sheet to your first lesson and we'll focus on whatever it lists.
If they can already drive through New Dorp without prompting and parallel park on a tight street, yes. If those are shaky, Package #2 gives you five lessons for not much more. Either way, junior permit holders in NYC have to take the road test in a driving school car with dual controls, which our Corolla is.
For two lessons the round-trip driving time doesn't really work out. Package #2 is the smallest one with home pickup.
Lessons can happen back-to-back. The DMV appointment is the slow part, usually 4 to 8 weeks out. So realistically 5 to 9 weeks from booking to license.
